Governor & Lieutenant Governor to Visit Johnston REC on Dec. 19
On Dec. 19 the AEA chiefs are pleased to have the opportunity to host Gov. Terry Branstad, Lt. Gov Kim Reynolds and Linda Fandel, the Governor’s Special Assistant for Education, during the chiefs’ monthly meeting. Branstad, Reynolds and Fandel will hear from the chiefs about the ways the AEAs are collaborating as a cohesive system to support schools including the Collaborating for Kids (C4K) partnership, implementation of RtI/MTSS and support for Teacher Leadership Compensation.
We wanted you to be aware of this visit, which will take place from approximately 8:45 to 10:15 a.m., so you can welcome our guests to Heartland AEA if you see them.

Is Your Address Current? If Not, You Won’t Receive Your W-2 in the Mail
The Payroll Department will have your 2013 Form W-2 Wage and Tax Statement ready by mid-January. Your W-2 will be available electronically through Employee Online and a paper copy will be mailed to your home address. Please help us ensure you receive your paper W-2 in a timely fashion by verifying that we have your correct address on file in our Employee Online system. Please check your information in the system by December 31, 2013.

Staff members frequently inquire when timesheets, addendum pay, direct deposit forms and other changes need to be submitted to the Payroll Department in order to be processed for a particular pay date. To assist in your planning, below is a list of 2014 pay dates and corresponding due dates. Payroll needs to receive all information by the end of the day on the due date to ensure payments and/or changes are made on the corresponding pay date. Any information received in Payroll after the due date may be processed during the next payroll cycle.
For those staff members being paid from a timesheet or receiving addendum pay, please keep in mind these items are to be completed, approved/signed by a supervisor and submitted to Payroll within four working days after the end of the pay period. In response to the ever-growing population of mobile users, the Agency has debut a new mobile website. This website will automatically load on a web browser (Firefox, Safari, Chrome, etc.) when it is accessed on a smartphone or tablet device. It is specially designed to be mobile-friendly and features large buttons to tap with your fingers instead of small text-based links that you are accustomed to clicking when using a computer.

Additional Early Literacy Guidance/CBE Final Report
The message below was sent to administrators last week from Iowa Department of Education.
Dear Administrator:
I am writing to notify you of two items regarding recently enacted Iowa Code Section 279.68 on Early Literacy Progression. Both items require action on your part. First, in order to obtain your district’s share of the $8 million appropriated by the legislature for implementation of the Early Literacy Progression law, you need to submit a brief application at www.iowagrants.gov. This process is similar to the process used to distribute the Teacher Leadership and Compensation planning grant funds earlier in the school year. The grant opportunity is currently open, and I urge you to submit your information as soon as possible. Instructions for accessing the grant application are attached in the link below.
Second, due to the scope of the law, the Iowa Department of Education will be offering a series of technical assistance opportunities throughout the next year to support districts with implementation. The first installment will occur in the next two weeks. The Department will sponsor one face-to-face meeting and two webinars during which representatives from the Department will review new guidance on Iowa Code §279.68 and the rules recently noticed by the State Board of Education in IAC 281—62. Two guidance documents, both attached in the link below, include information on the new requirements for Iowa’s school districts and tips on how districts may wish to use the funds allocated for the purpose of fulfilling the requirements. There will be ample opportunity for questions. Dates and times offered are below.

The Internal Technology Department received a request earlier in the year to change long distance calls so that the Heartland AEA telephone number will display on the receiving end (via caller ID). The reason for this request was parents were hanging up the phone when they saw the number listed as “unavailable.”

Revised Naming Convention for Out-of-Area Travel/PD Form
The suggested naming convention suggested in last week’s Connection for the Out of Area Travel/Professional Development form needs to be modified to 'OAT-your name-mm_dd_yy'. We are replacing the forward slash (/) with the underscore (_). The use of the forward slash (/) to separate the date causes problems for certain operating systems and could lead to problems with opening and saving the files.

Mobile Hotspot Etiquette
The Agency has provided a growing number of employees with mobile hotspots or cellular service on their iPads. Please be aware that using these in places with existing wireless networks can cause those networks to perform poorly. So if you are in a partner school, please use their wireless connectivity as opposed to turning on your mobile hotspot or using your iPad as a hotspot. The school's tech support department (and all their students and staff) will greatly appreciate it. This also holds true in Heartland facilities.
Just as in movie theaters and on airplanes, where they ask you to shut off your cell phones, please remember to do the same with your mobile hotspots when you enter a building with a wireless network. For an iPad with cellular service, you can leave the iPad on, but please make sure that you go to the settings control panel and turn off the "Personal Hotspot" feature. Failure to do so will likely cause the existing wireless network to not perform well. Just as an FYI, some districts have features in their wireless networks to find mobile hot spots and turn them off. If your iPad is turning off unexpectedly, that could be the reason.

First Semester A-87 Certification For Federally-Funded Staff
Semi-annually, Heartland AEA must comply with the federal grant rules identified in the Office of Management and Budget (OMB) Circular A-87 pertaining to documentation needed for federal expenditures. For employees who are funded 100% with federal funding, there are Circular A-87 audit requirements we need to meet in order to document appropriate expenditures. If you are in the fully-funded group, you will receive an email on December 4 from heartlandworkflow with the subject A87 Certification Notice - Action Required with a link to the certification page. The process is very simple and the same as previous years.
If you are new to this process or need a refresher, below is a link to a presentation that explains the background for Circular A-87 and the steps Heartland AEA must take to meet the requirements. Please watch the 5-minute video by clicking on the link below. Keep in mind that the video was created in March 2011. Although some of the dates and time lines in the video are outdated, the process and the purpose of the A-87 certification are still the same.

Reminder: New Guidelines for Completing and Submitting Out-of-Area Travel/PD Form
In order to expedite the
reimbursement of out-of-area travel and professional development
expenses, the Business Office is asking all employees to adhere to the
following guidelines:
- Only use the current Out-of-Area Travel/Professional Development form linked on the Intranet and always submit the form electronically. The form is titled Out-of-Area Travel & PD Form/2013-14 Travel Memo and is located under the Business Office link in the left hand navigation. Do not use a form stored on your computer, as using old forms causes confusion about who should be signing the forms and where the forms should be sent.
- When saving the form, title it as ‘OAT-your name-mm/dd/yy.’ The date should be either the first date of travel or the date of your professional development. Using a standard naming convention should help with the flow of the form. Supervisors will immediately know what is attached and know that they need to act on it.
- When receipts are required, scan them to one pdf file. The file can contain multiple pages, but we would like them all in one file. By limiting the number of documents being emailed, it will be easier for supervisors and the Business Office to track the receipts and keep them with the form.

Reserving Alternate Meeting Space During HVAC Remodel
As we have stated in previous Connections, all meetings that were scheduled in the Johnston REC from February 1 to June 1, 2014 have been moved to the Heartland AEA West Des Moines Campus because of the HVAC remodel project.
If you want to meet in a different location because the Heartland AEA West Des Moines Campus doesn’t meet your needs, please cancel the room reservation that was made for you. If you need assistance finding another non-agency location for a larger group meeting, fill out the Conference Room Request form. Your supervisor or the appropriate director will need to approve the room request prior to submission should there be a fee for the space you’ve requested.

New Guidelines for Completing and Submitting Out-of-Area Travel/PD Form
In order to expedite the reimbursement of out-of-area travel and professional development expenses, the Business Office is asking all employees to adhere to the following guidelines:
- Only use the current Out-of-Area Travel/Professional Development form linked on the Intranet and always submit the form electronically. The form is titled Out-of-Area Travel & PD Form/2013-14 Travel Memo and is located under the Business Office link in the left hand navigation. Do not use a form stored on your computer, as using old forms causes confusion about who should be signing the forms and where the forms should be sent.
- When saving the form, title it as ‘OAT-your name-mm/dd/yy.’ The date should be either the first date of travel or the date of your professional development. Using a standard naming convention should help with the flow of the form. Supervisors will immediately know what is attached and know that they need to act on it.
- When receipts are required, scan them to one pdf file. The file can contain multiple pages, but we would like them all in one file. By limiting the number of documents being emailed, it will be easier for supervisors and the Business Office to track the receipts and keep them with the form.

When used, the service will call selected phone numbers in our employee contact list and will deliver a recorded message. No answers (phones ringing over 40 seconds) and busies will be automatically retried twice in 15-minute intervals after the initial call.
We will contact only those staff members who are assigned to offices that close. For example, if the Newton and Indianola offices are closed, we will only call the staff members who are assigned to those offices. Staff in other offices won’t receive a call. The calls that SchoolReach makes will be generated by the Agency’s Communications Department—they will not come directly from SchoolReach.
To ensure that you receive a phone call about office closings, review your phone number information in the Agency’s Employee Online system and make sure it is up-to-date. If you have provided both a home number and a cell phone number in Employee Online, we will call you at both numbers in the event of an office closing.

Iowa Reading Research Center Report Shows Inconsistencies in Reading Instruction

Carroll & Ankeny Schools Among Those Recognized for Reducing Gaps in Student Achievement
Congratulations to Carroll High School and Northeast Elementary School in Ankeny, two of six schools from across the state honored by the State Board of Education for significant progress in closing gaps in student achievement.
The Breaking Barriers to Teaching and Learning Award was created by the State Board of Education. Each year, the award recognizes successful efforts to eliminate achievement gaps among students who face challenges. This year’s award-winners were recognized for having the highest proficiency rates statewide in math and reading among a specific subgroup of students, such as students who do not speak English as their native language and students from low-income backgrounds. Data from three years were examined to confirm a positive trend for each school.
The schools that met these criteria are:

November Payroll Timeline—Payday Will Be Nov. 27
Agency offices will be closed on November 28 and 29 in observance of Thanksgiving; as a result, payday will be November 27. Staff members paid from a timesheet must have their November 1-15 timesheets completed, approved by their supervisors and submitted to the Payroll Department by the end of the day on November 21 to ensure they receive pay at the end of month. Johnston REC HVAC Remodel Updates
Walnut Creek Campus Will Be Referred to as Heartland AEA West Des Moines Campus
To avoid confusion with the Walnut Creek Campus School that is down the street, the Walnut Creek Campus building at 815 8th Street that the Agency will be using during the HVAC remodel will be referred to as the Heartland AEA West Des Moines Campus.

If you currently have an event scheduled in a conference room in the Johnston Regional Education Center (REC) between February 1 and June 1, an e-mail notification from Resource Scheduler will be sent to the contact person when the event has been relocated. Knoxville Office Put Up For Sale; Options for Office Space Being Explored
A “For Sale” sign was put up in front of our agency’s Knoxville Office building last week, and we wanted to let staff know what information we have about this. The Agency currently leases the building from Bob Baker, and Mr. Baker has expressed interest in selling this property for quite some time. He had asked Heartland AEA to purchase the building, and while the Agency explored the opportunity to purchase, the offer was ultimately declined. Future actions are speculation but could include the ability to lease from new owner, co-location with a school district in the region, lease of a different space, etc.
The “For Sale” sign posted by the realtor was the Agency’s first indication that the building was officially on the market. Please note that this development will not hinder our daily operations, and pertinent information will be shared when it becomes available.

All Iowa School Districts Apply for Teacher Leadership Planning Grants
Iowa Department of Education Director Brad Buck announced that all 346 Iowa school districts applied for planning grants to support the local development of teacher leadership and compensation systems.
This effort to better utilize the expertise of top teachers to improve classroom instruction and raise student achievement is the centerpiece of the landmark education reform package passed by the 2013 Legislature. Teacher leaders will take on extra responsibilities, such as coaching, co-teaching and helping colleagues analyze student data and fine-tune instructional strategies.
The legislation creates a four-year process to develop a statewide teacher leadership and compensation system, with the goal of all school districts participating by the 2016-17 school year.
The 2013-14 school year represents an important planning stage. Iowa lawmakers set aside $3.5 million for planning grants made available to all public school districts. The purpose is to provide the resources necessary to facilitate a local planning process that includes school administrators, teachers and parents. Each district requesting a planning grant will receive $5,000 plus $3.71 per student. Technical assistance will be provided by the Iowa Department of Education and Area Education Agencies. Accepting a planning grant does not commit a school district to adopting a teacher leadership and compensation system.

Dependent Care Flexible Spending Plan Enrollment for 2014 Begins Today
Our online enrollment for the 2014 dependent care flexible spending plan will be open to eligible employees on Monday, November 11. If you are a full-time employee or a Certified Union employee working a 96-day contract, you are eligible to participate in this plan.
The dependent care flex plan allows you to pre-tax child, spouse or elder care expenses that you incur in order to allow you (and your spouse, if married) to work. If married, both spouses must be working to claim dependent care expenses. A dependent is defined as:

Verifying Employment With Email Address for State of Iowa Cell Phone Discounts
Many employees take advantage of the 18% state of Iowa employee discount that is offered on Verizon cell phone and other cell phone service plans. Some of the companies, including Verizon, use employees’ email addresses as verification of employment. Since the change of the Agency’s email domain to heartlandaea.org, Verizon has not recognized Heartland AEA as an institution that is eligible for the employee discounts.
The Agency will be in contact with Verizon about this change, but in the meantime, we recommend you use your @aea11.k12.ia.us email address when signing up or renewing your Verizon discount. If you are a new employee this year and do not have an @aea11.k12.ia.us email address, you may be able to go to a Verizon store and show your agency ID to verify your employment.
The Iowa Educator’s Consortium does not administer these discounts, but more about them can be found on the IEC website at http://www.iec-ia.org/pages/IEC/Employee_Student_Discounts/Cellular_Phone_Plans.

Medicaid Training Update: November 25 Sessions Available Online
As a reminder, MJCare will be presenting about Medicaid and the new online service billing system on November 25 & 26 at the Adel office. Please be sure to register for one of the trainings if you plan to attend. Training on the 25th will also be provided via web conference for those whose schedules do not allow for travel to Adel that day. If you plan to attend remotely, you will still need to register for the appropriate session. We will plan to tape the sessions and will make the videos available if the quality of video is appropriate for sharing. Do Not Upgrade Your Agency Computer to Mac OS 10.9
As you may be aware, there is a new Mac operating system available (10.9). As with most new major operating system upgrades, we anticipate some issues or problems. Because the Internal Technology Department has not had a chance to test this brand-new operating system, we ask that you do not upgrade to 10.9. After we have had a chance to test this OS more thoroughly, Internal Technology will send out updated information about whether or not we recommend an upgrade.

Reminder: Updates About Johnston REC HVAC System Remodeling
West Des Moines Walnut Creek Secured as Agency Meeting Space During HVAC Remodel
The Agency is happy to announce that it is partnering with West Des Moines Schools to use the district’s Walnut Creek Campus as the site for agency meetings and temporary office space during the Johnston Regional Education Center’s (REC) HVAC system remodel, February 1 to June 1.
The Walnut Creek building, which is located at 815 8th Street in West Des Moines, has many rooms, both large and small, to accommodate different types of meetings and temporary work spaces. It is handicapped accessible, has ample parking and is close to various restaurants. The entire West Des Moines Schools’ administration staff was housed in the building this summer and fall while their Learning Resource Center was being renovated.
We will do our best to provide as many amenities as possible, including wireless Internet, some rooms with dedicated LCD projectors and access to copying and printing. The wireless access will not be what we are used to in the Johnston REC, but it will be adequate for holding meetings and conducting agency business. There will be projectors and other possible equipment on-site for check out.
We also plan to have one or more agency staff members stationed at Walnut Creek during the four months we are there to provide support to staff and visitors.
Room Rescheduling to Begin Immediately; Reminder About New Form
As we told you in a previous Connection, all meetings scheduled in the Johnston REC from February 1 to June 1 will be moved due to the remodeling project. Cassie Britton, Central Office Administrative Assistant, will be rescheduling meetings—you do not need to reschedule them yourself. Rescheduling will begin immediately and will be done through the Resource Scheduler. Please pay attention to any emails you receive from the Resource Scheduler. A calendar for Walnut Creek will be added to the Resource Scheduler so you will be able to see what is happening there during February to June.
We encourage you to communicate with Cassie about your event if you have any questions or concerns. If you need to schedule a new event, please fill out the Room Scheduling & Set-up Form.

Remember that this form needs to be filled out when scheduling large conference room spaces at the Johnston Regional Education Center (REC) (Conference Rooms 3 & 4, 13A & B, 14 and 18) as well as off-site meeting spaces that require a fee (except those scheduled for regional meetings and regional planning council meetings).
