Reminder: One Week Left to Provide Your Feedback on the Denison Organizational Culture Survey

On March 30 you received an email inviting you to participate in the Denison Organizational Culture Survey. If you haven’t already done so, please complete the survey by April 17. 

We encourage you to respond openly and honestly to the survey so our agency receives accurate results. Your responses are completely confidential and will only be presented as part of our agency’s overall organizational profile or as part of a subgroup. Your views and insights are critical in helping our agency achieve its goals. Thank you for your participation!

Have You Taken the Agency Vaccine Survey Yet?

So we can get as close as possible to having all staff complete the vaccine survey, we will include a link to the survey in The Connection today and through the month of April. A reminder of the message that was included in an agency COVID-19 update on March 31: 

In order to help us make the most informed decisions for the agency regarding our COVID-19 safety and support efforts, Heartland AEA is surveying our staff about your COVID-19 vaccination status. This survey is anonymous.  

You will only complete this survey ONCE:  
  • To indicate you have completed the entire COVID-19 vaccination process OR 
 
  • To say you do not intend to receive the COVID-19 vaccine 
 

You do not have to fill out the survey at this time if you are unsure about getting the vaccine or have not been fully vaccinated. You will have additional opportunities to complete the survey in the coming days if you are not done with your entire vaccine series.

Do You Know the Difference Between the HRA and Flex Medical Plan?

Flex Medical Account 
The flex medical account is a pre-tax deduction that is taken out of your paycheck, so it is 100% your money. You can use this money to be reimbursed for your and/or your spouse and/or dependents’ out-of-pocket vision, medical, dental, prescription and/or over-the-counter medical expenses during the benefit plan year (July 1 to June 30) regardless of whether you are on a single or family insurance plan. You can be reimbursed from this account even if the money isn’t in your account because the deduction is being taken from your paycheck. You must be reimbursed from this account first if you have a flex medical account and an HRA; 121 Benefits automatically does this for you. You can only roll over up to $550 annually.   

You can also use your Benny card just like you would a credit card and stock up on over-the-counter medications or for out-of-pocket vision, medical, dental and/or prescription expenses when the provider accepts a credit card as payment. You can also go out to the Flex Store online and spend your money there, as the site tells you if the item requires a prescription in order to use flex money.   

Health Reimbursement Arrangement (HRA)  
The Health Reimbursement Arrangement (HRA) is a contribution made by Heartland AEA into an HRA account for you if you have the Agency’s $2,000 deductible health insurance coverage. Contributions are made in quarterly deposits, and you can use this money to be reimbursed for you and/or your spouse and/or dependents’ out-of-pocket vision, medical, dental, over-the-counter healthcare items and/or prescription expenses, even if you only have single health insurance coverage. 

Since it is a Health Reimbursement Arrangement, you are unable to take any remaining balance with you if you terminate your employment with the Agency. If you are taking a bona fide retirement (which means receiving IPERs), then you continue to have access to your balance until you zero it out or for up to 5 years, whichever occurs first. This is also the only time you can use your HRA funds towards health insurance premiums. When you submit your claims, if there is money available in your account, you are reimbursed. If you submit a reimbursement request for more than is in your account, then every quarter when a contribution is made, you are reimbursed until the claim has been paid in full. The balance automatically rolls over annually and there is no cap.   

Single quarterly HRA contribution: $225.00 ($900.00 annually) 
Family quarterly HRA contribution: $480.00 ($1,920.00 annually)

Are You Considering Retirement? If So, Do You Know About Using 509A for Your Health Insurance?

Heartland AEA employees who take a bona fide retirement (draw IPERS) qualify for 509A, which is a state law that says you can decide whether or not you want to continue under the Agency’s health insurance at 100% your cost through the end of the month prior to the month in which you turn 65. (You begin Medicare on the 1st of the month in which you turn 65.) You are not considered an actual retiree until a signed retirement letter has been approved by the Agency’s Board of Directors.   

How It Works 
  • Retirees are billed from the Agency’s Business Office quarterly but are allowed to pay monthly or use automatic deduction to pay their premium. 
 
  • Retirees with HRA balances can use this money to pay their premiums. (HRAs have no maximum balance, so some employees use the higher health plan deductible of $2,000 in order to receive the HRA and then save the contributions in order to use the money towards premiums after retirement.)
 
  • Retirees stay on the same coverage as employees and still re-enroll annually during April for the following benefit plan year as a retiree until terminated from the plan.
 
  • 509A doesn't apply to dental coverage, so retirees are offered COBRA dental at 102% their cost for an additional 18 months after retirement, or they go directly through Delta Dental for their own private plan.

It’s Halftime! Take a Seat, Grab Some Water and Sign-up for Your 2021-22 Benefits!

The Agency’s annual benefits enrollment is open to all full-time and 96-day employees from April 1 through April 30, 2021, at 4 p.m. for the 2021-22 benefit year, which begins July 1, 2021. Full-time employees may enroll in health and dental insurance and medical flex spending plans, while part-time staff (96-day) may enroll in the medical flex spending plan. (Note: This enrollment period is not for the Dependent Care Plan, which is done in November.)    

You are required to make enrollment selections for health and dental coverages during annual enrollment, even if you don't have any changes to your benefit coverages for next year. 



   

This is the time you can add and/or drop family members to your health and dental plans without a life event or change of status. Annual enrollment time is also the only time during the year you can change your deductible—you aren't able to do that during the year, even with a life event or change of status. 



   

How do I enroll? 
Enrollment can be completed through the Employee Online tab of your Employee Dashboard. If you have any issues enrolling, first try logging out of the Employee Dashboard and then logging back in. Remember to select each of your dependents if choosing a Family plan. Also, you MUST click the Submit Enrollment link so that your enrolling shows as “Enrollment Pending.” 


Health Insurance

Health insurance premiums will remain unchanged for 2021-22. The monthly insurance premium rates for the $1,000 and $2,000 deductible Blue Choice health plans will be as follows:

  • Single - $617.57 (Paid in full by the Agency)
 
 
  • Family - $1,543.94 (Agency pays 60% of the premium, so you owe $308.79 per pay period) 
 
  • No Health Reimbursement Arrangement with the $1,000 deductible plan

 
 

$2,000 Deductible Blue Choice Plan
  
  • Single - $551.10 (Paid in full by the Agency)
  • Family - $1,377.75 (Agency pays 60% of the premium, so you owe $275.55 per pay period) 
 
  • Annual Health Reimbursement Arrangement for taking $2,000 single plan coverage - $900.00 ($225.00/quarter)

 
  • Annual Health Reimbursement Arrangement for taking $2,000 family plan coverage - $1,920.00 ($480.00/quarter)

 

Dental Insurance
 
No change in dental rates for 2021-22.  
  • Single rate is $36.44 monthly. (Paid in full by the Agency)
 
 
  • Family rate is $114.46 per month. (Agency pays single rate of $36.44 for Classified Union and Certified Union employees towards the premium, so you owe $39.01 per pay period)
 
 
 

Medical Flex Spending Plan 


 
Each employee may choose to deduct from their paycheck an annual maximum of $2,750 ($114.58/pay period) regardless of how many family members you have or whether your spouse is able to contribute at their place of employment. As in the past, you may submit claims for eligible expenses for you, your spouse and your eligible children. Reminder: If you enroll in the medical flex spending plan, and you can’t get all of your money spent in your account, you will be able to roll over up to $550 from the 2021-22 plan into the 2022-23 plan.



   

VOYA Life Insurance Enrollment

 
During our annual benefits enrollment, employees who didn’t opt for additional life insurance coverage through VOYA can also enroll. Complete the enrollment form and submit it to Juliette Houseman, Benefits Specialist. Current employees who are enrolling for the first time will be required to fill out an Evidence of Insurability form. Current employees who are already enrolled but who want to increase their coverage may also do so at this time. Current employees may increase their coverage, but if they choose to increase it over $10,000, they will be required to fill out an Evidence of Insurability form. Enrollment/changes will be during April but will be effective on July 1, 2021.

Reminder: FYI: AEAs Again Subsidizing the Cost for Schools to Upgrade Their FAST Subscriptions for 2021-22

Iowa’s AEAs will again be subsidizing the costs for schools to upgrade their Iowa Department of Education-provided FAST subscriptions that include the expanded assessment suite in math and behavior for K-6 and literacy, math and behavior for grades 7 & 8. Participation is available both to schools that purchased the expanded assessment suite in previous years and those that want to use it for the first time in 2021-22. 

The registration window is April 1-May 7, 2021. More details are available in this document.

What You Need to Know About Scheduling Summer Professional Learning in Agency Offices

Agency offices will be used this summer in a limited capacity to offer professional learning opportunities. Virtual or district-based trainings are still the Heartland AEA-recommended method of delivery and should be considered the first option whenever possible. The process to determine what will be offered in agency offices this summer and how those decisions will be made are outlined in this Scheduling Summer 2021 PL Learning at Heartland AEA document.

FYI: Agency's SEBMH Teams Shift Their Focus to Complete Mental Health


Heartland AEA’s SEBMH Development Teams have been working to expand our understanding and practices to effectively promote Complete Mental Health for all children, youth and adults. Our definition of Complete Mental Health includes positive and negative indicators that contribute to mental wellness or mental distress. It includes promotive and preventive approaches that are commonly used within schools to promote well-being. In addition, these approaches are aligned and integrated with Heartland AEA's SEBMH Pyramid and local education agency practices. The purpose of this work is to shift the paradigm from focusing on mental illness to promoting complete mental health.    

In this voiceover presentation, applications to various roles within Heartland AEA and local education agencies as well as connections to one’s own complete mental health will be made. We will continue to provide opportunities to discuss our expanded definition of Complete Mental Health and to provide application to your role within the Agency and the children, youth and adults you serve.
