This supervisory order explains that any individual appointed by a juvenile court order to serve as a guardian ad litem (GAL) for a child who is subject of the jurisdiction of the juvenile court shall be considered the child’s “parent” for purposes of the Family Educational Rights and Privacy Act (FERPA) and its implementing state and federal statutes and regulations.
