Chapter 103 Training

In 2008 Iowa Administrative Rules were amended to include AEA staff regarding training requirements for corporal punishment, restraint and seclusion. Last spring many staff members took a Chapter 103 training via Moodle to meet this requirement. Heartland has had a group meeting to refine how the Agency is responding to these rules. The group has made the following decisions:

• All Heartland staff who serve in schools or early childhood will have this training as well as supervisors of certified staff.

• The Moodle training from last spring will count towards the training requirement.

• A list of staff who need the training and have not taken it has been produced.

• That list will drive automated reminders from Human Resources to take the training, much like the workflow of other mandatory trainings.


There are more decisions to be made by the group regarding the frequency of the training requirement and if higher levels of training will be provided beyond the basics and to whom. Those decisions will be communicated to staff and leaders as they are made.

Those who have been determined to need the training and have not yet taken it will receive automated reminders from Human Resources on September 13. The reminder will include instructions on how to access the training. The training will take about 2 hours to complete and must be completed by September 27.
